Powered mobile equipment

The Workplace Safety and Health Regulation (WSH Regulation) defines powered mobile equipment as a self-propelled machine or combination of machines, including a prime mover or vehicle, used to manipulate or move material, move workers or provide a powered aerial device for workers. Specifically, Part 22 of the WSH Regulation outlines safety requirements related to powered mobile equipment (e.g., forklifts, powered lift trucks, concrete pump trucks, dump trucks). There are also specific requirements for powered lift trucks, concrete pump trucks, dump trucks and working on ice.

An employer must develop and carry out safe work procedures for using powered mobile equipment in the workplace, train workers in those safe work procedures and ensure that workers comply.

An employer must ensure that powered mobile equipment is inspected by a competent person for defects and unsafe conditions as often as necessary to ensure the equipment is in safe operating condition and in accordance with the manufacturer’s specifications. Any defects must be reported and addressed before allowing trained workers to operate the equipment. Keep inspection, repairs and maintenance records and make these readily available to workers.

Checklist

The pre-operational checklist must include (in accordance with Part 22, Powered Mobile Equipment, of the WSH Regulation):

  • operator’s manual
  • guarding moving parts
  • exhaust and other hot equipment surfaces
  • safety requirements (e.g., audible warning, horn, fire extinguishers, brakes, parking device, emergency stop button, seat belt, seats, lights, etc.)
  • rollover Protection System (ROP) – refer to Part 22, of the WSH Regulation
  • falling objects protective structures – refer to Part 22, of the WSH Regulation
  • others like extended boom, ladder, tire and service maintenance records

Additional information:

  • identify visible pathway with no obstruction or uneven ground
  • remove hazardous materials and/or flammable liquid inside enclosed cab
  • visually inspect the equipment
  • verify that load material does not exceed manufacturer’s recommended load capacity
  • install appropriate barrier if grade height
  • safe work procedures on ice (e.g., refueling, operating)
