Manitoba Safety and Health Training Standards CouncilIn 2018, a Research and Workplace Innovation Program (RWIP) Project titled Manitoba Integrated Standardized Safety Training (MISST), which focused on the skilled building trades, was completed. The MISST Report identified the need for training standards in the construction sector and identified SAFE Work Manitoba as the lead organization playing an important leadership role in the development of standards. The Prevention Committee (now referred to as Prevention Advisory Council) of the Workers Compensation Board of Manitoba (WCB) identified the establishment of a training standards program as a strategic priority in the 5-year Prevention Plan. The purpose is to establish a system for developing, publishing and promoting training standards to enable consistent high-quality delivery by partners.The extensive work completed through the MISST Project, as well as the strategic direction provided by the WCB Prevention Committee, led to a partnership between SAFE Work Manitoba, Manitoba Building Trades and the Construction Safety Association of Manitoba to establish a Training Standards Program in Manitoba.A partner advisory group was established in 2019, which included various stakeholders such as labour, industry-based safety programs and educational institutions. This group provided feedback and input into the development of the SAFE Work Endorsed Training Standards Program while leveraging information and lessons learned from past experiences and other jurisdictions.Once the program’s foundation was built, the Manitoba Safety and Health Training Standards Council was created in 2021. This council is comprised of employer and labour representatives from a broad network of stakeholders working together in a shared leadership model.The purpose of the Council is to guide the development and maintenance of standards for safety and health training delivered to Manitobans.Council members belong to the following organizations:Apprenticeship Manitoba Construction Safety Association of Manitoba Industry-based Safety Program Council Manitoba Building Trades Manitoba Federation of Labour MFL Occupational Health Centre SAFE Work Manitoba Workplace Safety and Health Responsibilities of the Council include:Provide direction regarding the need for training standards on specific topicsParticipate in the development, review and maintenance of training programs and provider standardsApprove new or revised safety and health training program and provider standardsServe a two-year term, which can be extended twice, up to a maximum of six yearsParticipate in meetings by telephone, video conference, web meeting or other mutually satisfactory arrangements that allow reasonable discussion and clear communicationPromote collaboration among stakeholder group participants in developing, testing and maintaining safety and health training standardsSupport communication strategies by stakeholders that increase awareness and knowledge of standards for safety and health training and their benefits
