Manitoba Safety and Health Index – Compliance

Workplace Safety and Health (WSH) Branch enforces The Workplace Safety and Health Act and its associated Regulations in order to protect the safety and health of workers in Manitoba workplaces (that are under provincial jurisdiction).

WSH’s inspection and investigation activity focus on improving legislative compliance. Increase in compliance can lead to a safer work environment, with fewer incidents and injuries. ​Thus, compliance has been included as one of the four components of the Index model.

The metrics that fall under the Compliance component are:

 

Proportion of no-order inspections

This metric measures the proportion of WSH inspections that did not result in an order out of total number of WSH inspections. It can be assumed that employers who do not receive orders are more likely to be committed to safe and healthy work environments and have established controls to lower the level of risk with their workplaces.

Desired direction: +1 i.e. means that lesser inspections are resulting in orders which indicates that more workplaces are in compliance with the regulations and are focusing on preventing workplace injury and illness. 

 

Risk based score of orders issued during inspections

Orders are issued by WSH to employers who fail to meet compliance with The Act and its associated regulations. These orders are indicative of the level of risk prevalent in the workplaces and their analysis can be helpful in determining the status of safety and health performance in different workplaces.

Desired direction: -1 i.e. reduction in number and severity of orders per inspection indicating better compliance to workplace safety legislation and reduced risk of injury and illness in Manitoba workplaces.
