  • Decision making #22.00: The policy was revised to reflect the new title of the amended policy 44.20, Disease/General, which is now the Adjudication of Occupational Disease Claims policy.
  • Employer obligation to pay and repay workers #22.70.40: The policy was revised to reflect the new title of the amended policy 22.20, Program Abuse, which is now the Compliance and Enforcement policy.
  • Rate-setting model for Class E employers #31.05.05: Policy revisions respond to a change in terminology that was introduced by amendments to The Workers Compensation Act (the Act) by The Minor Amendments and Corrections Act (MACA), 2022 (MACA 2022). The term "self-insured employer" was replaced with "individually assessed employer" wherever it occurs. The policy was also changed to reflect the new title of policy 31.05.15, Cost Transfer - Self Insured, which is now the Cost Transfer - Individually Assessed Employers policy. The name of policy 31.05.10 was also changed from Cost Relief/Cost Transfer - Class E to Cost Relief/Cost Transfer - Class E Employers. The policy was further updated to reflect the reduction of the number of classes for assessment purposes from five to four by The Workers Compensation Amendment Act (commonly referred to as Bill 18).
  • Cost relief/cost transfer - Class E employers #31.05.10: Policy revisions respond to a change in terminology that was introduced by amendments to the Act by MACA 2022. The term "self-insured employer" was replaced with "individually assessed employer" wherever it occurs. The title of the policy was renamed to Cost Relief/Cost Transfer - Class E Employers. The policy was also changed to reflect the new titles of policy 31.05.15, Cost Transfer - Self Insured, and the amended policies 35.10.120, Terms and Conditions of Optional and Personal Coverage and 44.20, Disease/General, which are now the Cost Transfer - Individually Assessed Employers policy, Terms and Conditions of Optional Coverage policy and the Adjudication of Occupational Disease Claims policy, respectively. The policy was further updated to reflect the renumbering of subsection 1(12.1) to subsection 28(1.1) and the reduction of the number of classes for assessment purposes from five to four by Bill 18.
  • Cost transfer - individually assessed employers #31.05.15: Policy revisions respond to a change in terminology that was introduced by amendments to the Act by MACA 2022. The term "self-insured employer" was replaced with "individually assessed employer" wherever it occurs. The title of the policy was renamed to Cost Transfer - Individually Assessed Employers. The name of policy 31.05.10 was also changed from Cost Relief/Cost Transfer - Class E to Cost Relief/Cost Transfer - Class E Employers. Manitoba Regulation (MR) 278/91, Individually Assessed Employers Regulation, was added to the reference section. The policy was further updated to reflect the reduction of the number of classes for assessment purposes from five to four by Bill 18.
  • Transfer of assessment rates and claim costs experience on change of ownership #31.05.20: Policy revisions respond to a change in terminology that was introduced by amendments to the Act by MACA 2022. The term "self-insured employer" was replaced with "individually assessed employer". The policy was changed to reflect the new title of policy 31.05.15, Cost Transfer - Self Insured, which is now the Cost Transfer - Individually Assessed Employers policy. The name of policy 31.05.10 was also changed from Cost Relief/Cost Transfer - Class E to Cost Relief/Cost Transfer - Class E Employers.
  • Statement of investment policies and objectives #32.00: Amended by Board Order 32/2022 on September 29, 2022. Updates to the policy were required as a result of the updating of the policy asset mix including: updates to the allowable ranges, updates to characteristics of the Policy Asset Mix Table, the addition of a provision to review the policy asset mix every five years, revisions to asset mix rebalancing procedures, a change to the investment manager performance evaluation period from four to five years, an update to diversification guidelines for Canadian real estate, the addition of private debt as an asset class and the removal of Investment Believe #4 relating to investing in Manitoba.
  • Reporting and verifying payroll #35.05.10: The update was a change to some section numbers of the Act and the titles of some policies.
  • Coverage under a work experience program #35.10.60: Policy revisions respond to a change in terminology that was introduced by amendments to the Act by MACA 2022. The term "self-insured employer" was replaced with "individually assessed employer". The policy was changed to reflect the new title of policy 31.05.15, Cost Transfer - Self Insured, which is now the Cost Transfer - Individually Assessed Employers policy. The name of policy 31.05.10 was also changed from Cost Relief/Cost Transfer - Class E to Cost Relief/Cost Transfer - Class E Employers.
  • Associated employers #35.20.15: Policy revisions respond to a change in terminology that was introduced by amendments to the Act by MACA 2022. The term "self-insured employer" was replaced with "individually assessed employer". The policy was changed to reflect the new title of policy 31.05.15, Cost Transfer - Self Insured, which is now the Cost Transfer - Individually Assessed Employers policy. The name of policy 31.05.10 was also changed from Cost Relief/Cost Transfer - Class E to Cost Relief/Cost Transfer - Class E Employers.
  • Requests for individually assessed employer status #35.20.50: Policy revisions respond to a change in terminology that was introduced by amendments to the Act by MACA 2022. The term "self-insured employer" was replaced with "individually assessed employer" wherever it occurs. The title of the policy was renamed to Requests for Individually Assessed Employer Status. Manitoba Regulation (MR) 278/91 was amended by MR 71/2022 and retitled from Self-Insured Employers Regulation to Individually Assessed Employers Regulation. Minor grammar changes were also made.
  • Security requirements for Class B employers #35.20.60: Policy revisions respond to a change in terminology that was introduced by amendments to the Act by MACA 2022. The term "self-insured employer" was replaced with "individually assessed employer" wherever it occurs. Manitoba Regulation (MR) 278/91 was amended by MR 71/2022 and retitled from Self-Insured Employers Regulation to Individually Assessed Employers Regulation.
  • Overpayments of benefits #35.40.50: Policy revisions respond to a change in terminology that was introduced by amendments to the Act by MACA 2022. The term "self-insured employer" was replaced with "individually assessed employer" wherever it occurs.
  • Medical Reports #42.20.30: The policy was updated to reflect the amendment and renumbering of section 27 by Bill 18.
  • Preventive vocational rehabilitation #43.10.60: The policy was revised to reflect changes in organizational structure. The policy was also updated to reflect the amendment and renumbering of section 27 by Bill 18. Further revisions respond to a change in terminology that was introduced by amendments to the Act by MACA 2022. The term "self-insured employer" was replaced with "individually assessed employer". The policy was changed to reflect the new title of policy 31.05.15, Cost Transfer - Self Insured, which is now the Cost Transfer - Individually Assessed Employers policy. The name of policy 31.05.10 was also changed from Cost Relief/Cost Transfer - Class E to Cost Relief/Cost Transfer - Class E Employers.
  • Relocation #43.20.40: Reimbursement of Relocations Costs (Attachment B) was adjusted effective October 1, 2022.
  • Pre existing conditions #44.10.20.10: The name of policy 31.05.10 was changed from Cost Relief/Cost Transfer - Class E to Cost Relief/Cost Transfer - Class E Employers.
  • Recurring effects of injuries and illness (recurrences) #44.10.20.60: The name of policy 31.05.10 was changed from Cost Relief/Cost Transfer - Class E to Cost Relief/Cost Transfer - Class E Employers.
  • Public Interest Emergency Actions #44.10.70.50: The name of policy 31.05.10 was changed from Cost Relief/Cost Transfer - Class E to Cost Relief/Cost Transfer - Class E Employers.
  • Secondary injury #44.10.80.40: The name of policy 31.05.10 was changed from Cost Relief/Cost Transfer - Class E to Cost Relief/Cost Transfer - Class E Employers.
  • Adjudication of occupational disease claims #44.20: Policy revisions respond to a change in terminology that was introduced by amendments to the Act by MACA 2022. The term "self-insured employer" was replaced with "individually assessed employer". The policy was changed to reflect the new title of policy 31.05.15, Cost Transfer - Self Insured, which is now the Cost Transfer - Individually Assessed Employers policy. The name of policy 31.05.10 was also changed from Cost Relief/Cost Transfer - Class E to Cost Relief/Cost Transfer - Class E Employers.

  • Prevention Rebate Program Policy #52.40: These guidelines were approved by EMC on September 14, 2022, to be added under policy 52.40.
